PT 41 Section 1 Section 16

Can anyone categorize this type of flaw? I got the answer by elimination, but I feel that it is attacking the premise...well, I just cannot find a way to say in what way it is a fault...

Would love to help, but this is 1 of only 3 (41, 42, 44) practice tests I haven't done lol If you have any questions about any other I would love to help
