How D explains the different lengths of stay for visitors?

B is TCR because it has no bearing on either the length of stay during special exhibitions or other times. It just mentions a plan that was not enacted.

You are trying to find an answer that would NOT help explain why visitors tend to stay for a shorter length of time when there are special exhibitions at the museum. D does this because if people coming to the museum for the special exhibition can only stay one hour.

That would be a pretty strong reason for the difference (especially since the average difference in visit length is 45minutes.. from this you can infer that most visitors when there are not special exhibitions stay longer than an hour).
