What is the flawed reasoning? Any explanation would be greatly appreciated!

The flaw is the same as your other question that I just answered - mistaken negation. The official says that if [all the crap about communications and expense], then censorship exists, and therefore, anything else is not censorship. Again, just because A -> B does not mean ~A -> ~B. You want to look for the same mistaken negation in the answer.
