24 is a Strengthen/Support question -- can someone explain why the answer is E and not B?

This is actually an inference question, specifically one of the most strongly supported variant. You're using the stimulus to support the correct answer, whereas in a strengthen question, you use the correct answer to support the argument in the stimulus.

(B) The stimulus states that the citrus juices haven't been linked to any bacterial infections so there's no indication that they would have more infectious bacteria than the pasteurized apple juice.
(E) Since intensive pasteurization is the most effective means of eliminating bacteria, and McElligott's apple juice is flash pasteurized (not intensively pasteurized), McElligott's apple juice is more likely to have bacteria than those which undergo intensive pasteurization.
