Why is (C) the correct answer? Oil reserve is the same + no new fields....how can consumption increase?

Another question from that test as well:

Prep 1. Sec 4. Q 12.

Why can't (C) or (D) be the right choice. I see why (A) is the right choice, but how can you rule out (C) or (D)?
