I chose "betray" instead of "compromise" by guessing. Can anyone walk me through this question?

The author uses "compromise" for two different things -- "putting aside differences to work toward a common goal" and "the founders' principles." He jumps from "compromising" to work together to "compromising" a set of principles.
"Betray" is used only to describe what compromising the founders' principles would mean for the city, in the opinion of the author. He does not use the word in two different senses.
