Why is (D) the right answer? What exactly is the question asking? That all 3 cannot visit at the same time? I was able to obtain that all three can visit Homestead, but at that different times.

This is actually question 20. The question is asking which group cannot visit H under one scenario. Had the question been phrased as "Which one of the following is a complete and accurate list of the executives, none of whom could visit Homestead?" the list would cover all scenarios.
