I am pretty sure there is a typo in this question.

Why is the answer (A) and not (B).

B is not correct because it isn't necessary that most pesticides sprayed on fruit have to leave a greasy residue. It's only necessary that some pesticides do, since they only give us the one example.

A is credited because it is true that the apples were not washed at any time between the period of harvest and reaching the cafeteria.

The tricky part here is understanding the phrase 'not washed after X but before Y' (in the answer choice). Actually, some of my students have had the same problem in understanding this particular phrase. This phrase actually means that the apples have not been washed between these two periods of time, X and Y, or after harvest and before reaching the cafeteria. In this case the 'but' really just means 'and'.
