Can someone please explain the difference between answers A and C. Answer choice C is correct but I'm not sure why A is incorrect. Thank you in advance!!

They're both conditionals, but the sufficient and necessary conditions are reversed.
(A) measure s/b adopted --> required to solve a problem
(C) required to solve a problem --> measure s/b adopted
From the stimulus, we have:
problem disappears --> government provides homeless housing --> increased taxation
The conclusion is that we should raise taxes. Choice A cannot be linked directly to the premises since it hasn't yet been established that the measure should be adopted. Choice C, on the other hand, can be linked directly because raising taxes has been established as a requirement to solve the homeless problem.
