PT 56, Section 1, Q 21

For the life of me, I cannot figure out how the correct answer(E) conforms to the rules of the game. I'm sure I'm overlooking some minute detail. Can someone help me out?

I just noticed my mistake. I made an incorrect inference regarding the fourth rule(variables S and V). Thanks for the help.
