Depends on if I can tell what the main diagram is going to be from the stimulus, which that is the case like 99% of the time.
PT 1 S2 G4 is an example of where i think it's nearly impossible to set up the game board just by reading the stimulus.
Thanks! That's how it is with me as well. But I remember reading somewhere that we shouldn't do it until we read the rules, so at times I feel like I'm doing something wrong. I don't remember if it was a reliable source or not, that's why I was wondering how everyone else does it.

I think you can pretty well get a sense of the gameboard from the stimulus. I guess if you're doing a double layer sequencing game, for example, you could write all the rules down and then make the game board. But if a rule says "x must go fourth" I think it's just easier to have your master game board right there to write in X.
Sometimes though the rules don't really give you an idea to how to the game board will play out, and you really have nothing to mark on your master game board.
In that case, I could see how not writing down a master game board would, at the least, save time.
But even in that case I think it's helpful to see that there's really nothing to mark on the master game board and just to dive into the first question.
