If you look at class sizes this year, some changed by as many as 80 seats. They don't really set a "seat limit." Its a business at the end of the day. Businesses want money and prestige.

Outside of HYSCCN, this is pretty much entirely yield protection, which is a practice certain schools (most notably among the T14 Penn, UVA, Duke, and sometimes Cornell) use to weed out the applicants that will mostly likely have better options at higher ranked schools in order to boost their selectivity for US News. If an applicant with GPA/LSAT above 75ths doesn't show enough interest in the school, and the school's only way to entice the applicant to attend would be to offer huge amounts of scholarship money, the school will often choose to waitlist the applicant instead.

tl;dr - It's not always in the school's interest to accept every >75ths applicant, since that would hurt their yield/selectivity, which is part of the US News ranking methodology.

So schools outside T14 YP too? I thought it was only a T14 thing to better their yield.

MOSTLY schools outside T14 YP, lol. Schools inside it fully expect the high numbers. But if someone applies to Cooley with a 170 they'd be a bit crazy not to decline and then put on their class profile "applications range 130-170"

Not true at all. YP is by and large confined to the T14 (maybe T20) because they're the ones who care most about gaming the rankings.
All schools care about rankings. I see it in threads every year and if you don't believe it check lawschoolnumbers. Schools with low rankings always YP high applicants. It happens in the T14 frequently outside of the top 6 or so, but I know for a fact schools like Tulane, Maryland, and other schools I've personally applied to have Yp'd frequently in the past. It isn't confined to a certain number. All schools look to shoot up the rankings because the vast majority of applicants don't realize that the rankings don't matter outside of T20
