Some guy filled in a section during another sections time proctor said something to him, then he erased them during another section and got handed a slip basically telling him he's being reported for cheating/breaking the rules

why did he go through the trouble of filling them only to erase them ?

Just live in my misery with me. On my last cycle, someone actually doctored a screenshot from LSAC with the greyed boxes and posted it. Now that was a true attempt at a fake out. Mine was weak at best.
