Yes, really. I e-mailed them about it and this is part of their response:

If you missed the regular registration deadline for the upcoming LSAT because you were waiting for your score from the previous administration, upon request, you are eligible for a refund of the late fee you incur during the late registration period. Please be sure to review the dates and deadlines associated with the December LSAT. The late registration deadline is 3 November at 11:59 pm EST.

After you register for the upcoming test, submit a written request for a refund of the late fee within 4 days after the late registration deadline. Please note that late fee refunds will be issued only to those who received a valid score for the prior administration. Refunds will not be issued to those who were absent, cancelled their score, or were dismissed from the test.

The barista at my local coffee shop's friend's babysitter's dad is a data analyst at LSAC. He said we were gonna get scores yesterday but the Hurricane takers pushed it back to tomorrow. Also, the average on Game 3 was -2 so we got a -12 scale.
