No.
Sorry to waltz in but this isn't correct. As long as you've registered for the Candidate Referral Service (CRS), you'll start getting fee waivers as soon as your LSAT score comes out, using your self-reported GPA. You need to pay for the Credential Assembly Service (CAS) before you can actually apply, but I don't think it'll impact fee waivers at all.
