December takers ticked up very slightly over last year. Still way down overall for the year so far, but I'm a little surprised December wasn't down. I bet there were simply A TON of retakers from September.

Any guesses re: February? I think we'll be up from last year but still down, generally.

Eh who knows about February. Even when administrations go up, statistically it's basically a "hold." A couple hundred people in the scheme of things isn't meaningful over than we may have hit bottom. I'm just hoping June & September for next cycle drop again or at the very least hold steady.

You're right. February isn't actually indicative of potential applications c/o 2019 given that some February takers still have intent to apply c/o 2018. So, yes to June and September staying low.
