You don't need to diagram this question probably.
MS ---> MP is a correct diagramming, but B is saying causation. Yes MP is necessary for MS, but it isn't the cause of MS (which would diagram out as MP->MS aka an illegal reversal. There may be other things (such as a stable monetary policy)
E says ~MS, which we know because the stim says Meso ~MP. If the necessary condition cannot be satisified, the sufficient condition cannot be true. Therefore ~MS must be true.
