From personal anecdotal experience, no, HLS does not average LSAT scores.

+1 from personal experience. "Consider" is a very vague verb - it's unclear what effect a lower score will have, but it definitely will not be averaged.

They "consider" both scores and their average. They don't state to what extent the average and/or the lower score matters. From anecdotal and LSN data, you can clearly see that the highest score matters much more, as it correlates with acceptances much better than the former two.
