Yes it is.
It's obviously luck because some people will be stronger in some areas while some weaker in others, so just based on the basic laws of probability some people will do better some days and worse other days. There is no 'set' percentage of LR questions that fall into specific question types (I.e 10% conditional reasoning, 10% resolve paradox).. So it follows that luck is involved.
It's not really up for debate and anyone will tell you their scores fluctuate, some wildly, some within a small margin. Those fluctuations are largely based on being lucky or unlucky on finding answers that cater to your individual strengths.
I find your dismissal of my suggestion quite absurd and unnecessary.

Fuck when the eraser at the end of the pencil sucks/breaks off, adding an extra step to your erasing procedure
Fuck when you're almost done with a passage and then can't remember what it said
Fuck RC experimentals
And last but not least
FUCK THE FUCKING STUPID ASS WRITING SAMPLE I'M FUCKING TIRED I WANT TO GO HOME AND TAKE A NAP OR LITERALLY DO ANYTHING ELSE OTHER THAN SIT HERE FOR 35 MINUTES AND WRITE THIS BULLSHIT (that kind of take 11 minutes to write, so sitting idle for 24 minutes) THAT NO ONE CARES ABOUT ADKJJGLSHJGASJHKGJA

My success or failure doesn't hinge on the "chance" I'll get certain question types. My in/action to study for those questions is what decides my success/failure. I started with a diagnostic of 160, and now average 174 - am I getting luckier?

If your scores fluctuate wildly and 'randomly', that means you have zero process and inconsistent gut instincts. For those people, yes, the score might be mostly or entirely based on luck. But they are also incredibly and unforgivably unprepared.
The less prepared you are, the more luck can affect your score. When you are well prepared, luck is only a tiny factor.

The LSAT is also the opportunity to compensate for a lifetime of slacking. In most other fields that one can realistically just "break into", 22 years of slacking screws you.
