Someone who's already spent a few hundred hours and is stuck at 155 is likely to have some serious issues that he cannot or will not address. Unless he got really unlucky with some terrible tutors, it'd probably be like banging your head against a wall for 8 hours a day. I'd want the $30/hr up front with a $15 hour bonus for hitting his goal.

It does seem risky. I can see him improving in a few weeks then cutting off the tutor. What if the guy doesn't have 10k? I also doubt it's Kaplan testing their teachers. That'd be so messed up. You can't be mad when you pay people 20/hr and they boalt for 10k. I wouldn't expect that level of fidelity from my future wife or child.
