My friend had filed a complaint last year and their score was delayed, waiting to hear the decision of their complaint. Account was also put on hold. In fact, when you file a complaint, you're told that the processing of the complaint could delay your score. It has nothing to do with everyone else's scores.
Edit: My friend was also given an additional 3 weeks to decide if they wanted to cancel their scores or not, which is what delayed their score as well.
Seriously? What are you waiting for?
