obviously it's a very nuanced usage of the word, but the general idea is that equality (at least substantive political equality) is a precondition for liberty, so philosophies like libertarianism, while probably the most absolutely "liberal," may be destructive to a sort of "higher" liberty.

Obviously that is not a perfect explanation, and it can be argued at many points, but I'm pretty sure that's how liberalism as a budding philosophy was morphed into American liberalism. I'd like to discuss it more, but I've gotta run.
