Two, people who decide to cancel are supposed to do it based on their own feelings regarding the test. If we discussed the right and wrong answer for every question, I guess it would give them greater insight as to whether or not to cancel.
Three, if tests are running at different times (one test center starts at 8:30 promptly, another is running 2 hours behind), a test taker could (in theory) look up some answers on a cell phone before the test is over.
Four, I think it opens up a can of worms with the experimental thing. If you say "you can discuss any questions that weren't experimental" then people discuss the experimental anyways, and they say "oops - I didn't think that was the experimental section!" or "oops - I got my LR questions mixed up!"
These are just my guesses.

I see the issue with experimentals - though couldn't this confer an advantage to retakers who have seen the experimentals before?
I imagine that discussion in the days following the test is an issue because of Sabbath observers taking the test after Saturday
