I thought you were allowed to put them in your mouth before the test and during break just not during the actual testing?

IMO everything is a possibility. Distractions, not being able to use the restroom, waking up in terrible pain, etc. I tried to plan for the worst figuring if it turned out to be ideal great, but if not I would know where I stood in those conditions.
