165 Oct LSAT, 4.0. Do I wait until my Dec LSAT to ask for fee waivers?

Hey, guys. Relatively new TLS user, so I appreciate your insight.

I just scored a 165 in October (retaking in December in hopes of breaking 170), and I have a 4.0. Do you recommend me waiting until my December scores come in to solicit fee waivers for applications, or should I start that process now with my 165?

I just though that the preparation for the whole application materials is really consuming. I am going to take the Dec though I have a former score. I think it is better to focus on LSAT. It is not easy to jump 5 points.
