NALP Directory Billable Hour Question

I don't fully understand the minimum billable hours requirement posted on different NALP Employer pages. For instance, Irell has a 2000 hour requirement, but their 2012 average was 1971 and their 2013 average was 1840.

1) Have they changed their requirement? Is that why their previous averages are below their minimum?
2) Are there part-time associates/funny math bringing down those averages?
3) Is that 2000 hour "minimum" strictly enforced?

Basically, I'm just trying to understand how they can have a minimum and yet people are averaging well under that.
