Late LORs

Ok guys, I know I am extremely late in the cycle, but UCLA and USC applications are due today. Both schools have waived my application fee. Unfortunately, my letters of recommendation are not in yet. If I apply today, will they will just throw my application out? Is it worth it to apply, or am I going to be spending $50 for nothing (LSAC fees)?

ETA: If I am able to "assign" the LORs and Eval to the schools, does that mean that LSAC has, in fact, received them? My recommenders have not emailed me back confirming if they sent them in or not, so I was assuming that they had not.
