What determines 'peer'-hood? Forum

What determines 'peer'-hood?
For 2 schools to be considered peers, is it based on US News Ranking? Or admitted stats. I've noticed some schools in similar regions have medians 1 lsat point or a hundredth of a GPA point away from each other, but are ranked 20 spots away. Could they really be considered peers?

USNWR ranking and market served by the school. For example, Temple, Villanova, and RU-C aren't too close rankings-wise, but they are considered peers since they all serve the Philly metro region and have generally similar employment outcomes.

Its never a good idea to speak to generally, but for the most part, the lower you get down in rankings, the longer the bands of peerhood. (e.g Y..HS..CCN...Rest of T14...
