Ties to a region

Quick question- What exactly does it mean to have ties to a region? Does that just mean where one grew up, went to high school there, or uncle lives in the area, etc.? I feel like there is something important included in this topic that I might be missing.

And lastly, why would having ties to a region be so important during the employment process? I'm just guessing that the employer would like to know you're committed to sticking with the job in the so named area...

And ties would include where your permanent address is (so probably your parents if your comming straight out of UG) maybe your UG town, and if for example you have a significant other whom you are married to and they live in a certain region.

There is no rigid guidline for ties, but those are pretty basic
