LOR Question

So I have two letters that have been sent and processed, but I am still waiting on one other because the professor has been slow. Is it possible for me to apply with just the two LORs I currently have? Does it matter that the 3rd lor hasn't been received yet? The schools I am applying to only ask for 2 or 3.

Submit with 2. Save the third in case you get waitlisted.
