My black brother-in-law is a British citizen and he was told by several US adcoms that he wasn't eligible for Affirmative Action because of his nationality. However, I googled around for an exact definition of who is eligible for AA in the United States and couldn't find anything concrete on this. I suppose I might be wrong. Anyone know about this for sure?

This sounds very sketch. Adcomms are never so blatant about URM boosts and they never couch it in terms of "affirmative action." Your brother-in-law's statements honestly sound like bullshit to me.

No offense but I still don't buy it considering adcomms are likely to deflect any direct question about affirmative action.
