That sounds fine. I've never been to a restaurant where that wouldn't cut it. And even if the other person is wearing business, you won't be overdressed.

It may just be me, but I never wear a tie without a coat. It makes me look like a choir boy. I will, however, wear a coat without a tie for receptions and happy hours if it's appropriate.

I really don't think you should wear a tie unless this is in the person's office. This is lunch, not an interview. I've done about a dozen coffee/lunch meetings this summer, and I think being on the "business" end of business casual is the right place to be (nice shoes, nice slacks, and a nice button down shirt). These lunch/coffee things are generally pretty laid back.
But if you do wear a tie, wear a suit.
