I'd ask niederbomb what to do.

Whatever you do, just be polite and calm. That doesn't mean giving up. Something like this, maybe, if you want to push things?:

Dear Dean X,

Thank you for taking the time to reply to my email. To clarify, I was hoping to take you up on your offer from [date of coversation] regarding a refund of my deposit, considering xyz didn't turn out the way we had discussed. Please let me know how best to proceed from here.

Sincerely,
fingersxd

EDIT: of course, anyone with experience doing this should step in.

Hope this is not sarcasm. :(

Yeah, I called another T14 law school on the phone BEFORE I withdrew and secured my deposit refund.

Most schools, in fact, have a deadline, before which they claim you can get your deposit refunded. I contacted the school from which I withdrew before this deadline. Maybe second deposits also have a deadline. I would contact someone else at the school and find out when it is. If you are in the right, you can politely call the Dean and make your case.

If you're trying to get a refund after the official deadline, you better try sweet-talking because, if it's not in writing, anything the Dean may or may not have said verbally is not binding in the USA.
