LOR..Who to choose since my gpa is a 2.7

If I were to submit 3-4 LOR, should I have at least two of them be from professors so they can attest to my academic abilities or have other ppl write them who knows all about me and craete a strong LOR?

Some schools allow you to sumbit 3 or 4 so it depends.
