Ties to a region? Forum

Ties to a region?
Okay, so this might seem like a stupid question, but the term "ties to a region" is thrown around on this site a lot and it seems pretty vague to me. I was wondering what exactly qualifies as having "ties to the region". I have lived in 7 states, does this mean I have ties to all of these regions?

I think having ties to a region means having family there and/or some legal connections.

People who can get you a job, or can help you get a job. Having family, friends, connections outside of work.
It also is a means of assuring employers that you won't bolt at the first opportunity. Not such a big deal in NY or DC, but smaller markets want to know you have a reason for choosing their city other than its the only place that would hire you. From reading TLS, I get the (perhaps mistaken) impression that Chicago and Texas in particular care about this.
