Yes, those schools are generally the ones where many people will get YP'ed simply for (among qualified numbers) not expressing enough interest in the school.
That being said, such an essay is NOT necessary (although it never hurts) at CCN, as long as your numbers + application are solid. Some schools, like Cornell or WUSTL, will include a line in the application about why you want to go to the school or what the school can do for you. If this is the case or you have tailored your PS to MVPB or the aforementioned schools, a Why X can be redundant and not necessary.

In the past I've remembered reading articles about admissions committees being annoyed with extra material and holding it against the applicant.

Also, what's an appropriate length? I've been doing one page because I assume they don't want several pages of extra reading.

If you write a horrible why x then it could hurt. If it reads like a generic statement, it won't help much. If it reads like you didn't really research the school but was just forced into writing one, it may even hurt.

1 page is probably the standard. I wouldn't put more than that. You can also tailor the PS to the school at the same time as well for a cohesive package.
