If you don't buck the downward trend for fall, you may consider disclosing your circumstances. They obviously have doubts about your downward trend.

I'd say it's a good sign that they are seriously considering you. However, they are obviously worried about something (probably the downward trend) in your application and that makes you a marginal candidate. So kick ass this semester!
