Fee Waiver Email on March 1st?

I received an email offering a fee waiver to apply to a decent school today...

My question is, why would they be sending it out so late? I haven't received one of these in weeks....does it perhaps mean that the school has a particular gap they are looking to fill and I fit it? Or do they just need to get their number of applicants up?

Thoughts? It is a t2 school I am somewhat interested in and will probably apply based on this fee waiver...I just found it strange to receive one of these emails now, so late in the game.

it could mean something, it could not. I would just apply and find out.
