Who to email for fee waiver request?

Sorry, I am sure this has been asked/answered before but I can't seem to find it. Where, in general, should I direct a fee waiver request? Should I email the admissions office? Dean of admissions? Somewhere else?

The admissions office is fine. Make sure to include your numbers.

I did this and got a bunch of waivers. Some sent me forms to fill out to prove I was poor, some gave me one on the spot, others gave me CRS waivers. It never hurts to ask!
