There are examples of all individuals from all of those groups learning it and getting a great score. Not knowing English as a first language can be a significant obstacle because of the time constraint, and as Nova mentioned economic factors do have an impact because they can have an effect on prior educational opportunities. I don't think anyone really knows why those groups do not do as well, but it is documented.
