You talked about "manufacturing" ties, and made it sound easy except in "the most demanding markets". And your example market was Atlanta.

I will take ownership of making it sound easier than it actually is and taking Grizz's ATL example and discussing it without firsthand knowledge. I base most of my opinion off of one hiring partner that I know and my experience and that of the classmates I communicate with. I had no problem manufacturing ties to San Francisco (known to be tie-centric), and I had never been there before an internship. Ties are one sentence on a resume and one question in an interview if your school is acceptable.

So... Your experience on the matter is speaking to one partner and what your classmates said. Okay. That explains some things.

It varies dramatically. There are markets--more than just one or two, but several--where far more is required than just "one sentence on your resume". Ties are measured in years spent living there or in family connections, things you can't easily just make up. There's a range of attitudes, and toward the far end you get places where you'd better have lived there already for a few years before you start assuming you have worthwhile ties to the area. And then there are more markets that are somewhat less insular, but still trying to distinguish between those who have real interest in living there and those who just found a way to add a line to their resume.

There are plenty of places where the hurdle is small and easily overcome, but also plenty where it certainly isn't.

That Californian failed to secure an undergrad or law summer internship in ATL. Those are REALLY EASY to get.

(1) It is not easy to get summer jobs as a law student.
(2) The idea that you can "manufacture" ties through internships presupposes that the Californian can afford to support herself in Atlanta for free for a summer. This is extremely rare.
(3) You can't always manufacture ties without straight up lying.

Apart from the other reasons already mentioned, your class mates will likely land jobs in the regional area of your law school. Therefore, when you graduate you will already have a professional network. You'd be surprised at the number of people who refer work to other attorneys they spent 3 years of school with..
