If you want a laser, you can get good deals on craigslist, especially with all of the businesses closing down. I bought a $1,000 HP color laserjet for $150 and according to its internal page count it's only ever printed 300 pages. Nothing for a commercial printer with a monthly cycle of 6,000 pages. He even threw in an extra black and one each of the color toners. (And an extra drum and fuser...)
Edit: It also does scanning/fax and is network enabled so I print wirelessly.

I think you could go through 1L without a home printer, but I wouldn't recommend it. You should feel free to print out as much as possible. Outlines, notes, memos, documents, cases, study guides, whatever. The budget your school will give you can't cover everything, and you don't want to be restricted to only printing from school.
I probably printed a couple thousand pages of outlines alone. Just spend the money. It's worth it.

I would wait to make the decision until you start school.
If you do decide you need one, you might consider getting one that can handle large document faxing/scanning and duplexing. Once you are working, having a heavy duty printer can enhance your work from home opportunities.

I barely printed anything at home--basically only things that I needed a hard copy to turn in, so maybe about 100 or so pages the entire year. I found that I could do most things on the computer without hitting print. I was able to read and take notes on a split screen on my laptop--even my 10" netbook. Not for environmental reasons, but because I don't like the invariable apartment clutter that paper turns into. It also made less for me to carry.

This is undergrad, but I brought a (inkjet) printer with me to school every year just in case there was a printing emergency and I needed a hard copy. I think I probably printed less then 50 pages total all four years, but it was just nice to know I had one if necessary. I'll have it at law school too just for the peace of mind and I don't know what the printing policy is/if there is one.
