I think that Rigo would have mixed feelings on the issue. Firstly, I think he would say this is a positive change for applicants that crash and burn on a take (due to test day anxiety, illness, or some other unforeseen circumstance), especially if it was their last take. This allows applicants to cancel a bad take, and not worry about it being their last one. Secondly, I do believe that he would see this as a detriment to those who take the exam before they are ready and those who might take it 8 times in 2 years.
