Probably has to do with how sought after clerkships in DC are - everyone wants them - so GULC students have to compete with all the top law schools on their home turf. Most of the other T14s dominate the clerkships in their geographic area. This, and also a fair number of GULC students don't want to travel to podunk nowhere to get their District Clerk on.
