Applying to Washington DC by Transferred UBE Score

Has anyone applied to DC with a transferred UBE score?

It seems like I have to pay the fee on NCBE, which would be $450 for me, PLUS DC's Committee on Admission's fee of $418?! Is this correct?? If so, that's so expensive! Why so expensive?! :( Just want to make sure this is correct before I decide to apply to be admitted. Thanks!
