Did you sign anything? How did you pay the initial deposit? If you paid online, you probably clicked "I agree to the terms," and one of the terms probably stated that you agree to purchase the whole product. You probably have a binding contract.
Having said that, it's not really in a prep company's interest to sue you for a small amount of money. If you call them and explain the situation tactfully, I wouldn't be surprised if they let you out of the deal. Then again, the major test prep companies are large and powerful, and they might be jerks about the whole thing. The tone of your post suggests that you already called and didn't get the response you were hoping for.

I agree that you should review the contract to see what the cancellation policy is. In your case I would be curious to see what the language says about what happens if you failed to make any future payments, especially since you haven't accessed their materials.
In my day-to-day life, I don't let mere contract language stop me from getting the results I desire. If there is no out in the contract, I would find some creative argument to get out of your obligation. For instance, if you could "postpone" your course to another period (e.g., February 2017), would it merely "expire" if you fail to use them for that next bar exam?

At the end of March I showed up at my gym and saw a note on the door that it would permanently be closing its doors on March 31. The rep on site said one could cancel or the membership would be transferred to another gym for two months at the same price. After that, one is a free agent to do whatever. Regarding the cancellation, the rep said one would have to pay another month's fees because cancellation required 30 days notice--unacceptable.
When I finally got around to calling the billing company last week, I was told I could cancel without any further obligation (received an email confirmation). In addition, I asked for and received a refund of the amount I had paid for March. These items were already marked on my account, just waiting for my request.
I tell you this story as an example of finding the proper person to talk with to get what you want. The initial person you spoke to is like the local rep I initially dealt with. I don't know whether he was misinformed or not or he was just touting the party line. If the company had actually required what he said, there would have been a legal fight from me. You need to go higher in the company to resolve this matter, preferably in writing, if needed. Look at the contract first.
