if the sister is the measuring life, then the class of her children will close @ her death. thus whoever they are are determined & one of them will definitely get it within 21 years, or not at all

yea, it's literally anyone.
so, will the conditional event necessarily occur if at all within 21 years following the death of someone?
so here, to answer 43, you need to test killing everyone in such a way that you will know for sure if this thing will vest within 21 years.
since if you kill this neighbor chick, you definitely know after 21 years if she ever had a kid reach 21, then it's valid, and she's the measuring life.
