Too late for us, but perhaps some collective action to put the issue front and center before people who have power of the purse. Something like tax revenues are constantly down, you have a group of people who able, ready and willing to work thus meaning more money for state's coffers for FY; however many of these are not hire able because a state agency takes a long time to grade a licensing exam. Show the legislature the purse strings, the folks that have investigative power and the power to work behind the scenes with the COA as this is a mini monopoly; maybe a threat to split BOLE 25% into 4 parts and give each AD the power to hire graders from state pool, do C&F before the bar like others (licensed lawyers make more), etc. etc. State standards administered by each dept, would make economic sense because first and second would have to compete with third and fourth for time in state because of the precious fees...incentive fees too.
But who am I, just some other candidate awaiting his score.

Yeah for a poor state to catch up with the times and start funding stuff. The fee is ridiculously low and the court system's budget is underfunded each year. I'm a problem solver.
