I think Montana has a low threshold for passing the UBE. I know a few people who were going to seek being admitted in that state.

The process for New Mexico is writing a big check, taking a class in New Mexico law, character and fitness, MPRE, etc. All outlined nicely on their web page but I found the NCBEX site a lot more helpful.
