My reading of the rules is that you can access the personal belongings room at lunch, at least for Albany, I'm assuming it works the same for all NY testing sites. The Personal Belongings Room where you may store laptop bags, backpacks, purses, coats, jackets, lunchesand other items that are not permitted in the exam room will be located in the Capital Room on the first floor to right of the main entrance to the building on Eagle Street. All personal belongings are stored at your own risk. Do not bring your luggage to the exam as it will not be accepted in the Personal Belongings Room. And a previous email with rules for the exam stated: 9. Do NOT bring an electronic device or cell phone past the Security Checkpoint and/or in the exam room... 12. All outerwear and prohibited items must be left, AT YOUR OWN RISK, in the designated "Personal Belongings" room before going through the Security Checkpoint.
So it sounds like it's at your own risk to leave a cellphone in that room, but that it's fine to do so, the only thing they'll flat out refuse is luggage. I'd be sure to to turn your phone off while it's stored, and probably avoid taking it out/using it even remotely near the testing center to avoid the appearance of impropriety though. Personally, I'm at a hotel ~4.5 miles away from the testing center, so I'll need to bring a cellphone to get an uber home, I can't imagine them being like I have to walk an hour to/from the testing site.
